Appropriates $15,000,000 to Arkansas State University for construction, renovation, maintenance, and equipment across the system, plus additional allocations for specific projects including a College of Engineering building ($4,000,000) and HVAC system renovations ($2,000,000).

Allocates funds to Arkansas Tech University ($12,863,364 total) for reroofing, technology upgrades, classroom facilities, and maintenance across main and Ozark campuses.

Provides appropriations to Henderson State University ($11,661,895), Southern Arkansas University ($9,618,586), and University of Arkansas for Medical Sciences ($22,887,257) for building construction, renovations, and critical/deferred maintenance projects.

Appropriates funds to University of Arkansas system institutions including main campus ($15,000,000), Little Rock ($17,422,560), Monticello ($8,822,589), Pine Bluff ($6,637,294), and Fort Smith ($8,279,488) for construction, technology infrastructure, and facility improvements.

Allocates $14,232,509 to University of Central Arkansas for science center expansion, wellness facility construction, and fine arts building development, effective July 1, 2017.
