Appropriates $4,500,000 to the Department of Education - Arkansas School for the Blind from the General Improvement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Permits the school to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance projects, but prohibits using general operations funding for these appropriated purposes.

Requires strict compliance with state purchasing laws, accounting and budgetary procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Directs that funds be spent in accordance with stated reasons in Agency Requests, Executive Recommendations, and Legislative Recommendations from budget manuals and Joint Budget Committee minutes.

Declares an emergency effective July 1, 2017, citing the state constitution's one-year appropriation limit and the need for immediate agency operation.
