Appropriates $19,000,000 from the General Improvement Fund to the Department of Education - Arkansas School for the Deaf for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities

Authorizes the school to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs

Prohibits the use of appropriated funds for Maintenance and General Operations expenses, which remain subject to separate appropriations

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws during fund disbursement

Declares an emergency effective July 1, 2017 to ensure funds are available for agency operations and to prevent irreparable harm if the effective date is delayed
