Appropriates $100,000,000 from the General Improvement Fund to the Department of Education - Division of Public School Academic Facilities and Transportation for transfer to the Educational Facilities Partnership Fund Account.

Funds are designated for grants, aid, and special programs providing academic school facility and transportation assistance to public school districts.

Appropriates an additional $100,000,000 directly to the Educational Facilities Partnership Fund Account for the same purposes.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Effective July 1, 2017, with an emergency clause declaring the immediate implementation essential to agency operations.
