Makes it unlawful for sex offenders required to register under Arkansas law and assessed as Level 3 or Level 4 offenders to knowingly enter upon public school campuses.

Exempts students under 22 years old enrolled in K-12 programs, offenders attending school-sponsored events with admission fees or tickets, graduation ceremonies, or baccalaureate ceremonies.

Exempts offenders entering campus on non-student contact days or when no school-sponsored events are occurring.

Allows parents or guardians of enrolled students to enter campus to deliver medicine, food, or personal items directly to the school office, or to attend parent-teacher conferences if escorted by a school official.

Permits Level 3 offenders who are parents, guardians, or relatives within the fourth degree of consanguinity to attend school-sponsored events with admission fees if they provide written notice to school administration at least 24 hours before the event.
