Appropriates $32,200,000 to the Department of Finance and Administration - Management Services Division from the General Improvement Fund for AASIS implementation modernization costs

Prohibits contracts or obligations exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds

Mandates that funds be used in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official Legislative Council or Joint Budget Committee minutes

Declares an emergency effective July 1, 2017, due to constitutional prohibition on appropriations for more than one year and the need for immediate agency operation
