Appropriates $5,000,000 from the Educational Buildings Maintenance Fund to the Department of Education for building and grounds maintenance, equipment maintenance contracts, insurance, janitorial services, major maintenance costs, renovation, improvements, repairs and operations of four buildings in the Capitol Complex.

Appropriates $5,000,000 from the General Improvement Fund to the Department of Education Public School Fund Account for computer science initiatives.

Permits institutions and agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

Declares the act effective July 1, 2017 as an emergency measure necessary for essential governmental operations and was approved on February 21, 2017.
