Appropriates $160,000,000 to the Department of Finance and Administration - Building Authority Division from the General Improvement Fund for maintenance, renovation, construction, acquisition, improvement, upgrade, and repair projects on all state-owned real property and facilities.

Permits institutions and agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance project costs, but prohibits using existing Maintenance and General Operations appropriations for these capital projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Establishes that funds must be disbursed in compliance with stated reasons for the act as documented in budget manuals, agency requests, executive recommendations, legislative recommendations, letters, and Joint Budget Committee minutes.

Declares an emergency clause effective July 1, 2017, citing the constitutional prohibition on appropriations exceeding one year and the necessity for immediate agency operation.
