Appropriates $6,500,000 for HVAC upgrade to the North End of the State Capitol building.

Appropriates $2,500,000 for roof and window repair of the State Capitol building.

Appropriates $30,000,000 for replacement of voting machine equipment statewide.

Appropriates funds for additional State Capitol improvements including stone restoration ($3,500,000), grounds renovations ($1,021,112), green initiatives ($1,500,000), electrical and plumbing upgrades ($321,373), and as-built drawings ($250,000).

Establishes spending controls requiring compliance with state purchasing and fiscal laws, permits use of grants and donations to supplement appropriations, and declares an effective date of July 1, 2017.
