Requires insurers to surrender salvage vehicle titles to the Office of Motor Vehicle within 30 days of acquisition, or notify the office if the insurer does not take title.

Allows insurers and non-insurer owners to exchange titles for salvage certificates or parts-only titles if the vehicle is 8 or more model years old before the calendar year of occurrence.

Requires the Office of Motor Vehicle to attach a note or stamp to title copies indicating salvage status, which remains in place until a salvage vehicle title is issued.

Changes the age threshold for branded title applicability from 7 model years old "prior to" to 8 or more model years old "before" the calendar year of occurrence.

Requires any branded title to retain the salvage brand for the life of the motor vehicle.
