Amends Arkansas Code § 16-93-1202(10) to redefine "target group" for community correction eligibility by replacing a general description with a specific enumerated list of offenses.

Expands the list of qualifying offenses to include terroristic threatening, domestic battering in the third degree, endangering the welfare of a minor in the first degree, fleeing, and leaving the scene of a personal injury accident.

Changes the felony classification threshold from Class C felonies to Class B felonies for unclassified felonies that are not violent or sexual.

Clarifies that "target group" includes offenders who committed solicitation, attempt, or conspiracy of the listed substantive offenses.

Defines "violent or sexual" offenses to include all offenses against persons under specified statute sections and any offense involving physical force, threatened serious physical force, physical harm, or substantial risk of serious physical harm.
