Creates the Wrongful Birth Civil Liability Protection Act as a new subchapter (9) in Arkansas Code Title 16, Chapter 120

Defines "civil action for wrongful birth" as a claim by parents or legal guardians seeking damages for a child's pre-existing condition based on someone's act or omission contributing to the child being born

Defines "civil action for wrongful life" as a claim brought by or on behalf of a child seeking damages for a pre-existing condition based on someone's act or omission contributing to the child being born

Prohibits liability for wrongful birth and wrongful life claims, except in cases of intentional, reckless, or grossly negligent acts or omissions (including criminal violations)

Preserves liability for acts or omissions that proximately cause injury to the child before, during, or after birth
