SB341 Summary

• Repeals the Arkansas Commission for Coordination of Educational Efforts (Title 6, Chapter 1, Subchapter 3), the Distance Learning Coordinating Council (§ 6-47-305), and multiple advisory boards including the State Employment Security Advisory Council and Long-Term Care Facility Advisory Board.

• Reduces the size and restructures membership of numerous state boards and commissions, including the Governor's Commission on People with Disabilities (from 25 to 11 members), the Arkansas Early Childhood Commission (from 25 to 11 members), and the Arkansas Child Abuse/Rape/Domestic Violence Commission (from 30 to 22 members).

• Modifies appointment procedures and term lengths for various professional licensing boards (dentistry, dietetics, occupational therapy, optometry, speech-language pathology) and adds senate confirmation requirements to several boards previously appointed by the Governor alone.

• Amends definitions and eliminates specific advisory positions on several boards while consolidating or eliminating redundant committee structures across education, health, and labor-related agencies.

• Repeals authorization for stipends to the Boiler Advisory Board and State Employment Security Advisory Council members.
