Adds Arkansas Code § 14-229-105 requiring water providers to serve consumers within their designated water service territory if adequate infrastructure exists or if the consumer pays for necessary improvements.

Prohibits water providers from reducing water or water pressure to consumers except in accordance with sound engineering practices or standard systemwide terms and conditions.

Allows water providers to establish separate rate classifications for different customer classes but requires all customers within the same rate classification to be charged the same rate.

Prevents water providers from requiring property annexation as a condition of providing water service within an infrastructure development if service was not initially conditioned on annexation.

Modifies § 14-234-110 to make municipal water service obligations to nonresident consumers subject to the fair and equitable service requirements of § 14-229-105.
