Modifies instructor qualifications to require 21 years of age, 600 hours of teacher training over at least 4 months, passing an instructor's examination, and completion of at least 8 hours of additional instructor training seminar or continuing education certified by the department.

Restricts licensed instructors from teaching outside their licensed profession (e.g., a cosmetologist instructor cannot teach aesthetics).

Requires cosmetology schools to offer education in cosmetology regardless of whether the curriculum includes specialty courses.
