Authorizes private sector licensed elevator mechanics to perform safety tests under witness of a state-licensed elevator inspector, rather than requiring state inspectors to conduct tests directly.

Eliminates the requirement for semi-annual inspections of passenger elevators; changes periodic inspection schedule to every twelfth calendar month for freight elevators, dumbwaiters, and manually-powered elevators.

Increases the fee for inspection reports made at the department's direction from $100 to $350, and repeals the $75 fee for witnessing elevator safety tests.

Strengthens enforcement by allowing the Department of Labor director to petition courts to enjoin or restrain violations and establishing civil fines of $500-$1,000 per offense with each day of continued violation as a separate offense.

Adds rules governing license revocation, suspension, nonrenewal, and reinstatement of elevator mechanic and inspector licenses to the Elevator Safety Board's regulatory authority.
