Amends the definition of "commerce" in Arkansas Code § 27-23-103(3) to clarify trade, traffic, and transportation between states and places outside the United States.

Updates the definition of "commercial motor vehicle" in Arkansas Code § 27-23-103(7) to reorganize Group C vehicle classifications and remove redundant language about not meeting Group A or B requirements.

Modifies Arkansas Code § 27-23-110(b) to require duplicate license applications only when a licensee changes their name, removing the requirement for residential address changes.

Reduces the reporting timeframe for court convictions from 30 days to 5 days in Arkansas Code § 27-23-114(d)(2), requiring magistrates and court clerks to forward certified case abstracts to the Office of Driver Services.
