Repeals Arkansas Code § 27-16-1213, which previously expired enhanced security driver's licenses, commercial driver's licenses, and identification cards on June 30, 2017, or upon Congressional repeal of the REAL ID Act of 2005, whichever occurred first.

Eliminates the prohibition on the Office of Motor Vehicle from issuing or renewing enhanced security licenses and identification cards after the expiration date.

Allows enhanced security licenses and identification cards issued before the expiration date to remain valid for their full license period, even if the normal expiration date falls after the statutory expiration.

Declares an emergency, citing that citizens rely on enhanced security licenses for airline travel and business purposes and that prohibition of issuance threatens public peace, health, and safety.

Becomes effective immediately upon Governor approval, expiration of the Governor's veto period, or veto override by the legislature; approved March 13, 2017.
