Repeals Arkansas Code § 27-20-119 and reorganizes autocycle regulations under the "Electric Autocycle Act" (§ 27-20-301 et seq.), now applicable to both electric and motor fuel-powered autocycles.

Redefines "autocycle" as a motorcycle with at least 60 inches width, not more than 135 inches length, at least 1,000 pounds unladen weight, equipped with three low-pressure tires, steering wheel, seating for 1-4 persons, enclosed cab with glass/mirrors, headlights, tail lamps, brakes, horn, and signal lamps.

Modifies passenger and safety requirements: operators may carry passengers up to the manufacturer's seat capacity (previously limited to three passengers); protective headgear and eyewear required only if autocycle lacks fully-enclosed cab; children may be passengers in fully-enclosed autocycles and must comply with child passenger protection laws.

Restricts autocycle operation on interstate highways and roads with prohibited motorcycle operation, controlled-access highways, or speed limits exceeding 55 miles per hour; autocycles must maintain the posted speed limit.

Amends the definition of "motorcycle" to explicitly include autocycles as defined in § 27-20-303.
