Creates a 9-member Circuit Court Accounting and Fine Collection Committee composed of 2 at-large members appointed by the Governor, 3 members appointed by the President Pro Tempore of the Senate upon recommendation by the Association of Arkansas Counties, 3 members appointed by the Speaker of the House upon recommendation by the Arkansas Sheriffs' Association, and 1 member appointed by the Governor upon recommendation by the Arkansas Prosecuting Attorneys Association.

Designates the Administrative Office of the Courts to provide staff support and requires the first committee meeting to be held within 60 days of the effective date, with subsequent meetings at least quarterly.

Tasks the committee with promoting collaboration and providing recommendations to the General Assembly on circuit court clerk accounting practices and assessment and collection of circuit court fines, as well as studying the use, effectiveness, and cost of various automated fine, fee, and restitution systems.

Requires the committee to submit findings to the House Committee on City, County, and Local Affairs, the Senate Committee on City, County, and Local Affairs, and the Legislative Council no later than December 31, 2018.

Establishes the committee as temporary legislation with a sunset date of April 1, 2019, and requires circuit court clerks to establish electronic fine assessment and collection systems by March 1, 2019.
