Amends Arkansas Code § 16-22-211(d) to add a new exception allowing nonprofit corporations, voluntary associations, and government instrumentalities recognized under 26 U.S.C. § 115 to provide legal representation in civil matters.

Permits these entities to represent cities, counties, and public school districts, as well as their officers and employees, without violating prohibitions on unauthorized practice of law.

Extends the exception to cover self-funding groups and self-insurance risk pools of cities, counties, and public school districts as required under specified statutes (§ 14-60-101, § 14-26-101, and § 6-17-1401).

Requires all legal services provided under the new exception to be furnished through duly licensed attorneys in accordance with Arkansas rules governing the practice of law.
