Allows children of active duty or reserve military members who relocate within Arkansas due to mobilization, deployment, or military housing to either continue at their previous school district or attend school in their new district of residence.

Permits children enrolled under the military relocation provision to complete all remaining school years at their enrolled district regardless of changes in the parent or guardian's military status.

Makes student transfers under § 6-18-316 independent agreements between districts not subject to provisions and limitations of other student transfer laws.

Modifies desegregation-related transfer restrictions to apply only when transfers would violate an existing court order, changing language from "negatively affect the racial balance."

Repeals § 6-18-318, which previously allowed districts to request waivers from desegregation-related transfer prohibitions.
