Reappropriates $2,000,000 in balance from Act 7 of 2016 to the Department of Finance and Administration - Management Services Division for real property and facilities department-wide projects, effective July 1, 2017.

Funds may be used for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, data processing, personal services, operating expenses, and repair of real property and facilities.

Prohibits contracts and obligations exceeding State Treasury funds actually available, but allows supplementation with grants, donations, federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2017, stating that delayed implementation could harm proper agency administration and provision of essential governmental programs.
