Reappropriates $12,000 in balance from Act 220 of 2016 for State Motor Vehicle Acquisition, effective July 1, 2017.

Reappropriates $500,000 in balance from Act 220 of 2016 for major maintenance, renovation, repair, or construction to provide contingency appropriation for capital projects, effective July 1, 2017.

Reappropriates $4,000,000 in balance from Act 220 of 2016 for State Motor Vehicle Acquisition, effective July 1, 2017.

Requires all funds to be disbursed in compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically provided otherwise by law.

Declares an emergency effective July 1, 2017 to ensure continuation of agency operations, as the Arkansas Constitution prohibits appropriations for more than one year.
