Reappropriates capital improvement project balances from Act 203 of 2016 to the Secretary of State, effective July 1, 2017, including HVAC upgrades ($6,500,000), roof and window repairs ($2,500,000), and landscaping improvements ($538,112) for the State Capitol building and grounds.

Allocates $30,000,000 for replacement of voting machine equipment statewide and $3,500,000 for stone restoration on the East Side of the State Capitol building.

Provides $1,500,000 for "Green" Initiatives including ventilation system cleaning, energy efficiency improvements, and Compressed Natural Gas vehicle conversion with refueling station installation.

Reappropriates $47,261 from Act 253 of 2016 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, and preservation of state-owned lands and historic sites.

Establishes that funds must comply with state purchasing laws, accounting procedures, and revenue stabilization laws, and declares an emergency clause for effectiveness on July 1, 2017.
