Reappropriates the balance of capital improvement appropriations from Act 19 of 2016 to the Arkansas Public Defender Commission, not to exceed $2,496,584, effective July 1, 2017.

Funds designated for expenses related to resentencing of juveniles sentenced to mandatory life without parole.

Allows the Commission to accept grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Prohibits use of Maintenance and General Operations appropriations for purposes covered by this reappropriation.

Declared an emergency measure effective July 1, 2017, as required by the Arkansas Constitution's one-year appropriation limit, approved March 3, 2017.
