Reappropriates capital improvement appropriation balances for the Department of Arkansas Heritage effective July 1, 2017, drawing from prior fiscal year authorizations under Acts 222, 253, and 108 of 2016.

Allocates $1,000,000 for Mosaic Templars Cultural Center to purchase building and land at 906 Broadway Street in Little Rock.

Provides $1,250,000 in grants for County Courthouse Restoration Program and $2,180,000 for Natural Heritage Commission land acquisition and stewardship.

Distributes funds across multiple heritage programs including $775,000 for Arts Council grants, $350,000 for State Archives archival shelving, and $983,189 for conservation tax special maintenance.

Allocates approximately $5,865,368 total across nine natural and cultural resource council funds for acquisition, management, and preservation of state-owned lands and historic sites at various heritage facilities.
