Reappropriates $357,854 in General Improvement Fund balance to the Office of Health Information Technology (OHIT) effective July 1, 2017, for personal services, operating expenses, the State Health Alliance for Records Exchange (SHARE), and grants to rural or critical access hospitals.

Prohibits contracts and obligations from exceeding available State Treasury funds, but allows institutions to supplement appropriations with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Establishes that funds must be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, legislative recommendations, and Legislative Council or Joint Budget Committee records.

Declares an emergency effective July 1, 2017, citing the Arkansas Constitution's one-year appropriation limit and the essential need for agency operation.
