Reappropriates $206,100 in balance from Act 13 of 2016 to the Arkansas Tobacco Control, effective July 1, 2017, for a comprehensive database tracking licenses, fees, investigations, cases, and related tobacco business data.

Prohibits contracts or obligations from exceeding State Treasury funds actually available, though agencies may accept grants, donations, and Federal funds to supplement appropriations.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Establishes legislative intent that funds be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and Joint Budget Committee minutes.

Declares an emergency effective July 1, 2017, citing constitutional one-year appropriation limits and necessity for agency operations.
