Reappropriates $8,000,000 from Act 11 of 2016 to the Department of Health for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities, effective July 1, 2017.

Reappropriates $20,000 from Act 11 of 2016 to the Department of Health for grants to community organizations providing hunger relief programs, effective July 1, 2017.

Reappropriates an additional $2,000 from Act 11 of 2016 to the Department of Health for grants to community organizations providing hunger relief programs, effective July 1, 2017.

Establishes disbursement controls requiring compliance with State Treasury fund availability, State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law.

Declares an emergency effective July 1, 2017, finding that the appropriations are essential to agency operations and that any delay in implementation could harm governmental programs; approved March 3, 2017.
