Reappropriates $4,000,000 effective July 1, 2017 from Act 17 of 2016 for Governor's Distinguished Scholars program scholarships.

Reappropriates $15,000,000 effective July 1, 2017 for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities at institutions of higher education.

Reappropriates $10,000 and $30,000 effective July 1, 2017 for grants and scholarships for Historically Black Colleges and Universities and outreach program operating expenses.

Reappropriates $2,000,000 effective July 1, 2017 for fund transfer to the Workforce Initiative Act of 2015 Fund.

Establishes disbursement controls requiring compliance with state purchasing, accounting, budgetary procedures, and revenue stabilization laws, while permitting institutions to supplement state funds with grants, donations, and federal funds.
