Reappropriates balances of capital improvement appropriations from Act 18 of 2016 and Act 253 of 2016 to Arkansas higher education institutions, effective July 1, 2017

Provides funding to 10 institutions including Arkansas State University, Arkansas Tech University, Henderson State University, Southern Arkansas University, University of Arkansas system campuses, University of Central Arkansas, and University of Arkansas for Medical Sciences for various projects totaling over $200 million

Authorizes institutions to use grants, donations, federal funds, and unobligated cash income to supplement state treasury funds for project financing

Requires all disbursements to comply with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations promulgated by the Department of Finance and Administration

Declares an emergency effective July 1, 2017 to ensure continuity of operations and prevent irreparable harm to essential governmental programs
