Reappropriates the balance of capital improvement appropriations from Act 21 of 2016 to the Arkansas Waterways Commission in the amount of $1,500,000, effective July 1, 2017

Funds are designated for personal services, operating expenses, construction, and project expenses related to the "Three Rivers Study" at the confluence of the Arkansas, Mississippi, and White Rivers

Allows the Commission to accept and use grants, donations, and Federal funds to supplement state funds, but prohibits using maintenance and general operations appropriations for these project purposes

Requires strict compliance with state purchasing laws, accounting and budgetary procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds

Declares an emergency clause making the act effective July 1, 2017, to ensure continuity of agency operations
