Reappropriates $400,000 from the General Improvement Fund balance to the Arkansas Department of Emergency Management for replacement of the State Emergency Operations Center Audio Visual Equipment, effective July 1, 2017.

Funds originate from the unspent balance of Act 25 of 2016 and may be supplemented by grants, donations, Federal funds, and the department's unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Restricts the use of maintenance and general operations funds for the appropriated purposes to ensure funds are used only for the audio visual equipment project.

Declares an emergency clause making the act effective July 1, 2017, citing constitutional restrictions on appropriations exceeding one year and the necessity for agency operations.
