Reappropriates the remaining balance of capital improvement funds from Act 26 of 2016 to the Arkansas Geological Survey for a Warehouse Roof Replacement project, not to exceed $95,000, effective July 1, 2017.

Funds are payable from the General Improvement Fund or successor fund accounts, with authority to supplement state funds using grants, donations, federal funds, or unobligated cash income.

Prohibits use of Maintenance and General Operations appropriations for any purposes covered by this reappropriation and requires strict compliance with state purchasing, accounting, budgetary, and fiscal control laws.

Establishes that disbursed funds must comply with stated reasons for adoption as documented in budget manuals, agency requests, executive recommendations, and legislative council or Joint Budget Committee records.

Declares an emergency effective July 1, 2017, due to constitutional restrictions on appropriations and essential need for agency operations.
