Reappropriates $5,688,265 to the Oil and Gas Commission from the Oil and Gas Commission Fund for construction of an office building in Little Rock, effective July 1, 2017.

Requires all contracts and obligations to comply with State Treasury fund availability and applicable state purchasing, accounting, budgetary, revenue stabilization, and fiscal control laws.

Authorizes the Oil and Gas Commission to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds for project financing.

Establishes that appropriated funds must be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative meeting minutes.

Declares an emergency effective date of July 1, 2017, citing constitutional limitations on fund appropriations and the essential nature of the appropriation to agency operations.
