Reappropriates $3,137,144 in General Improvement Fund balances from Act 27 of 2016 for maintenance, renovation, construction, and repair projects of state-owned parks and tourism facilities, effective July 1, 2017.

Reappropriates $6,000,000 in General Improvement Fund balances from Act 27 of 2016 for various maintenance, renovation, and repair projects and grants for state-owned facilities, effective July 1, 2017.

Reappropriates $6,014,372 in balances from the Arkansas Natural and Cultural Resources Grant and Trust Fund from Act 253 of 2016 for acquisition, management, and preservation of state-owned lands and historic sites, effective July 1, 2017.

Requires all disbursements to comply with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations, and permits agencies to supplement state funds with grants, donations, and federal funds.

Declares an emergency effective July 1, 2017, due to Arkansas constitutional restrictions on annual appropriations and the necessity of these funds for agency operations.
