Reappropriates the balance of capital improvement appropriations from Act 15 of 2016 to the Workers' Compensation Commission, effective July 1, 2017, in an amount not to exceed $500,000.

Funds are designated for major maintenance, renovation, repair projects, equipping, improvements, construction, operations, and upgrades to the HVAC system.

Prohibits contracts or obligations from exceeding State Treasury funds actually available, but allows the Commission to supplement with grants, donations, Federal funds, or unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

Declares an emergency effective July 1, 2017, citing the State Constitution's one-year appropriation limit and the essential need for immediate agency operation.
