Requires farm machinery equipment dealers to apply for the special permit and pay a fee not to exceed $500 per vehicle authorized under the permit.

Makes farm machinery equipment dealers responsible for safe routing of permitted vehicles, including ensuring highways are sufficiently wide for vehicle and public safety.

Authorizes the commission to require farm machinery equipment dealers to provide a bond or other security to cover highway damage or vehicle extrication costs from width-restricted areas.

Permits vehicles transporting compacted seed cotton to operate up to 108 inches wide on state highways (except federal interstates) without a special permit, provided they have proper bumpers and slow-moving vehicle signs.
