Amends Arkansas Code § 20-7-607(d) to allow the Department of Health to provide patient, prescriber, or dispenser information to public or private entities for statistical, research, or educational purposes after removing identifying information such as patient name, street address, identification number, and birth date.

Adds new subsection (e) to Arkansas Code § 20-7-607 permitting the Department of Health to share Prescription Drug Monitoring Program information with insurance carriers for the purpose of verifying prescriber or dispenser registration for individuals in the health plan's provider network.

Clarifies that prescriber or dispenser information that could identify individual patients or persons who received prescriptions must be encrypted or removed before data sharing occurs.
