Repeals Arkansas Code § 16-17-1105 (consolidation of city courts with district courts) and § 16-17-1111 (reorganization effective January 1, 2013) as obsolete statutes.

Updates § 16-17-1110 to add the First District a fourteenth department in Bella Vista and reorganizes multiple districts including the Fourth District (adding Newton and Searcy counties), Tenth District (adding Marion County departments), and Eighteenth District (consolidating Osceola and Chickasawba districts).

Repeals § 16-17-1112 (reorganization effective January 1, 2017) and consolidates its provisions into prior sections to eliminate redundant statutory language.

Makes technical corrections throughout, including changing terminology from "pilot district courts" to "state district courts" and clarifying judge election methods, jurisdiction boundaries, and department locations across 31+ judicial districts statewide.
