Amends Arkansas Code § 20-10-1704(g) to remove enrollment caps in the Living Choices Assisted Living Medicaid Waiver Program

Requires the department to seek federal approval for a waiver application under Social Security Act § 1915(c) with a minimum of 1,000 persons and unlimited maximum enrollment

Raises Medicaid income and resource limits to the maximum eligibility level of other home and community-based waivers

Changes the waiver submission deadline from June 30, 2001 to October 31, 2017

Requires the department's implementation to be reasonable and not exclude residential care facilities that have become assisted living facilities
