Exempts personal information of current and former public water system customers from Freedom of Information Act disclosure, including phone numbers, email addresses, home/business addresses, and customer usage data, with limited exceptions for customers, attorneys, tenants, government agencies conducting research, shared billing arrangements, and service vendors under confidentiality agreements.

Authorizes consolidated waterworks systems to own and operate wastewater systems acquired simultaneously with or previously to water system acquisition, and to manage water systems under contract with other entities.

Allows consolidated waterworks systems to issue revenue bonds for acquiring, constructing, or equipping improvements and extensions, with a requirement to publish notice in newspapers at least 10 days before public meetings and exemption from Revenue Bond Act of 1987 procedures.

Authorizes consolidated waterworks systems to obtain interim financing pending bond delivery, with promissory notes maturing within 36 months and secured by pledged revenues.

Extends the deadline for annual reports from public bodies to their governing agencies from 90 days to 180 days after each calendar year.
