Appropriates $1,000,000 to the Department of Education from the Department of Education Fund Account for fiscal year ending June 30, 2018.

Grant funds are designated for statewide after school literacy, nutrition, home visiting, and early childhood programs administered by Save the Children for low-income, at-risk children.

Disbursement of funds is subject to compliance with state procurement laws, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and regulations.

Legislative intent specifies that funds must be disbursed in compliance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes.

Act becomes effective July 1, 2017 and is declared an emergency measure necessary for immediate preservation of essential governmental programs.
