Requires extracurricular activity organizations domiciled in Arkansas that receive funds from public school districts to undergo annual audits conducted by Arkansas Legislative Audit.

Makes Legislative Council approval of any rules, regulations, policies, or amendments mandatory for extracurricular activity organizations that affect public school students and districts.

Prohibits public school districts from disbursing funds to extracurricular activity organizations unless they comply with the audit and Legislative Council approval requirements.

Establishes that the General Assembly has a duty to ensure these organizations' policies benefit students and districts, and that public funds are used transparently and in students' best interests.
