Expands state negotiation authority in competitive sealed bidding by allowing procurement officials to negotiate lower bid prices with the lowest responsive and responsible bidder when all bids exceed available funds or additional savings may result, with exception for construction projects.

Permits sequential negotiations with successively lower bidders if initial negotiations fail, provided any negotiated price does not exceed the original lowest bid or previously offered prices.

Adds authority to conduct discussions and negotiations with offerors in competitive sealed proposals for purposes beyond clarification, including negotiating contracts more advantageous to the state.

Defines "collusion" in Arkansas procurement law to include price fixing, bid rigging, market allocation, misrepresenting bidder independence, and improper influence on public officials through bribes, extortion, or fraudulent misrepresentation.

Requires contracts subject to submission review under Arkansas Code § 19-11-1006 to be presented to the Legislative Council or Joint Budget Committee for review before ratification and affirmation.
