Appropriates $5,000,000 to the Department of Workforce Services from the General Improvement Fund for personal services and operating expenses.

Funds designated for job counseling and workforce readiness training programs serving veterans and other employment-challenged persons.

Department authorized to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control regulations.

Act effective July 1, 2017 with emergency clause declaring immediate implementation necessary for essential agency operations.
