Appropriates $10,000,000 from the General Improvement Fund to grants for public libraries for personal services, operating expenses, land acquisition, improvements, construction, renovation, major maintenance, and equipment purchase

Appropriates $5,000,000 from the General Improvement Fund for the Encyclopedia of Arkansas History and Culture Project for personal services, operating expenses, professional fees, and equipment

Permits receiving institutions to accept and use grants, donations, and Federal funds to supplement State Treasury funds, provided existing Maintenance and General Operations funds are not diverted to these purposes

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement

Declares an emergency effective date of July 1, 2017 to ensure timely operation of the funded programs
