Appropriates $10,000,000 from the General Improvement Fund to the Department of Education - Educational Television Division for construction, renovation, maintenance, equipment, security enhancements, and technology upgrades to real property and facilities.

Allows the division to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance the full costs of projects.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Specifies that funds appropriated for general improvement projects cannot be used for maintenance and general operations budgets.

Declares an emergency effective July 1, 2017, finding that the appropriation is essential to the agency's operation and necessary for immediate preservation of public peace, health, and safety.
