Appropriates $5,000,000 from the General Improvement Fund to the State Military Department for personal services, operating expenses, materials, equipment, renovations, construction, and maintenance related to military justice administration in the Arkansas National Guard.

Prohibits contracts and obligations from exceeding available State Treasury funds, but allows the department to accept grants, donations, and Federal funds to supplement the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Establishes legislative intent that funds be used in accordance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations prepared by the Department of Finance and Administration.

Declares an emergency and sets the effective date as July 1, 2017, stating that delayed effectiveness could harm agency operations and essential governmental programs.
